Message from CFO president Frank Dunphy
I am asking all to please write to their congressman in regards to the Cobell v Salazar Settlement which has a scheduled voting date of Feb. 28th. This proposal has a "back door" Addendum that is the equivalent of a Carcieri "Fix" . If this passes it could lift the Land To Trust restriction, and put the Mashpee Wampanoag's planned Middleboro casino back on track. Glady's Kravitz blog on the CFO website has a great break down in this regard.

Lawn Signs

.We have received authorization from Mathew Streeter, Palmer Town Manager to put our anti-casino signs on lawns in Palmer. He has laid out conditions for us:

  • Only one sign shall be allowed per property ·
  • The organization must attempt to keep track of where their signs are located
  • Signs cannot block or restrict the field of view of motorists or pedestrians
  • Signs are not allowed on any public property, including the greenbelt areas between roadways or sidewalks
  • Signs are not allowed on Utility Poles, Light Poles or Street Signs
  • Signs are not allowed on private property without the permission of the property owner
  • Committee is responsible for care, repair and removal of signs
  • Signs shall be removed on or before May 10, 2010
  • If a sign is stolen or mutilated, contact Emy as soon as possible

Emy Shepherd is willing to personally deliver the signs to Palmer residents and make sure they understand the rules.

Palmer residents may call her at 267-5210 or email QVAC and she will make arrangements for the delivery

Residents of other towns may call or email and Emy will make arrangements.

  1. Lawn sign distribution. Disscussion of "rules" for Palmer residents.
  2. Speaker DeLeo is to hold a press conference tomorrow (March 4) in Boston. Until then, we need to put our activities "on hold." as we don't know what we're fighting against.
  3. An emergency meeting date is set for Wednesday, March 24 - at which time we may know what the Speaker is proposing and when a vote in the House will be held.

We're a grassroots anti-casino organization located in Monson (but welcoming any interested person). We are opposed to casino gambling in Massachusetts and specifically opposed to a casino in Palmer, MA. Our intention is to expose the rotten core in this alleged golden apple and our goal is to protect our homes, our families, our serenity and our way of life here in rural western Massachusetts. We invite everyone to attend our meetings.

Strong regional opposition to the potential siting of a class III casino in Palmer has been voiced by residents and business owners in the abutting region. Palmer is a town situated west of Worcester and east of Springfield with access from the Mass turnpike, Rt 90. Palmer has approximately 12,600 residents and is surrounded by small towns including Monson, Wilbraham, Ludlow, Ware, Belchertown, Warren, Brimfield, Holland, Wales and Sturbridge.

The former Palmer Town Manager conducted meetings with developers from Northeast Realty to discuss siting a casino there. The developers signed an exclusive agreement with the Mohegan Sun casino to create a class III casino should expanded gambling become legal in the Commonwealth. The proposed casino would be a commercial casino not an Indian casino and no issues of Sovereignty or IGRA (Indian Gaming Regulatory Act) are applicable.

The Monson Board of Selectmen prior to the release of the Governor's endorsement for expanded gambling, voted unanimously to form a regional impact committee consisting of Selectmen and town managers/administrators from the 11 communities within the 30 mile radius of the proposed site. Stating that they would, "demand to have a place at the (decision making) table."

Although Govenor Patrick has filed legislation, casinos are not legal in Massachusetts, at this time.
